ERF 1117: A CRITICAL BIODIVERSITY AREA UNDER THREAT

What is Erf 1117?

Erf 1117 is a 300-hectare natural area in Blaauwberg, home to critical biodiversity, wetlands, and unique flora and fauna. It plays a vital role in flood control, air quality, and ecological balance, making it one of the most environmentally significant areas along the West Coast.

Right now, this land is at risk. The Local Spatial Development Framework (LSDF) has proposed development on Erf 1117, despite the following:
The City’s Draft Cape Town Biodiversity Spatial Plan (BSP 2025) has classified most of Erf 1117 as a Critical Biodiversity Area (CBA1a)—meaning it must remain intact to meet national biodiversity targets.
Wetlands on Erf 1117 are vital for water filtration, flood prevention, and habitat preservation. Development would destroy these essential ecosystems.
Erf 1117 is part of a UNESCO-designated biosphere reserve and a Key Biodiversity Area (KBA), giving it international conservation significance.

The Conflict: The LSDF vs. BSP 2025

Despite the City’s own policies protecting CBA1a land, the LSDF still proposes development on Erf 1117, contradicting both environmental policy and overwhelming public opposition.

Why Protecting Erf 1117 Matters

Environmental Impact: Developing this land threatens its wetlands, wildlife, and climate resilience.
raffic & Infrastructure Pressure: Increased development would strain roads and public services without sustainable planning.
Public Consultation Concerns: Many residents were not consulted on LSDF proposals, despite the significant impact these changes will have on our community.

The Community’s Position: Full Protection for Erf 1117

  • Over 1,500 community members have called for full protection of Erf 1117.

  • Experts from the City’s Biodiversity Management Department have long advocated for its formal inclusion in the Blaauwberg Nature Reserve.

  • The LSDF does not align with environmental policy, and any development proposals must be reconsidered.
