Feedback from residents was mostly ignored or weakly addressed in the draft

The Plan is Incomplete and the Community Was Ignored

No Public Participation Report was completed, meaning there’s no proof that community feedback was cosidered.
Meetings were poorly advertised, and attendance was capped at 100 people, limiting public input.

The BBLSDF was rushed forward without key sections, making it impossible to assess its impact on our area. Missing sections include:
Public Participation Report – No record of how community input was used.
Infrastructure Feasibility – No confirmation that roads, sanitation, and water can support new developments.
Implementation Plan – No details on how and when changes will happen.
Koeberg Nuclear Evacuation Strategy – No plan, even though the area is within a high-risk zone.
Financial Transparency – No breakdown of how BBMPOA members’ funds were spent.
Housing Policy – No framework to ensure affordable housing is integrated rather than segregated.

Where Did the Money Go?

The BBMPOA funded this LSDF using community contributions, but members were not consulted on how their money was used.
Consultants were paid over R1.1 million, yet they failed to deliver a complete plan.
No independent financial audit has been conducted to account for these funds.
The special levy imposed on BBMPOA members has not been justified.

No Accountability From Those in Charge

The BSA Steering Committee and Ward Councillors were responsible for ensuring transparency, but they allowed governance failures to persist.
No oversight was in place to ensure that consultants completed their work before being paid.
The City of Cape Town provided feedback, but this information was not shared with the community.

The Plan Puts the Environment and Safety at Risk

No legal commitment to protecting conservation areas.
Fire risks, dune protection, and stormwater management plans are vague or missing.
No evacuation plan for the Koeberg Nuclear Evacuation Zone, despite being in a high-risk area.

What Needs to Happen Now?

The BBLSDF must be returned to the community for proper consultation before any further steps are taken.

We demand:
Full public participation that is transparent and inclusive.
A clear financial breakdown of how community funds were spent.
Completion of missing sections before approval.
